The Waiting Workforce

1 in 3 Americans has a criminal record. The complex and expensive paperwork needed to clear these keeps millions from landing jobs and participating in society. Clean Slate legislation can automatically clear all eligible records. But 38 states have yet to pass it. To bring attention to this, JPMorgan Chase commissioned The Waiting Workforce, 38 statues for each state that without Clean Slate laws, made with 2 million sheets of the very legal paperwork holding millions back, located in the first state to pass such legislation at Independence Hall in Philadelphia, PA.
